Message Removing and realigning the steering wheel, the steering wheel joint or adjusting the toe evenly on both sides along the rack?

I'd like to say the joint, but I read some guy saying the tie rods...Now while it would work, would it cause an adverse affect on the natural position of the rack? I assume this would give the rack less room to turn on one side, even if it's only a few turns of the nuts.

I did the oil pan gasket on my car and disconnected the steering joint and even though I marked them it the steering wheel was off. After a billion tries re-aligning it I visually got the wheels, steering wheel and markings all aligned, but vehicle then pulled to the left for some reason when before it was straight as an arrow.
